         Dr. Coffin is the Founder,President and CEO of Celtiq, LLC.  His background is in Health Research Science with a concentration in Knowledge Discovery and Health Informatics.  In this role at Celtiq,  Dr. Coffin advises the federal organizations on issues related to healthcare, strategic planning, acquisition, technology development, national security and anti-terrorism.  He conducts technology assessments and consequence analyses for federal agencies including:  the military services, OSD, DHS, the Federal Reserve, the Departments  of Treasury, Agriculture, and Transportation and various intelligence  agencies.  He has supported the Defense Science Board for TBI and PTSD and the Army Combat Related Specialty Compensation and Traumatic SGLI (TSGLI)  programs.  His research work includes machine learning and AI modeling to detect rare diseases, depression, and opioid addiction..  He has led teams of industry experts to develop vulnerability  analyses for US critical infrastructure including telecommunication  networks, public utility systems and public and private financial  networks.

        Dr. Coffin was an Adjunct Research Staff member of the  Institute for Defense Analyses.  In that capacity, he conducted weapons  and consequence analyses for a number of federal agencies including the  Defense Intelligence Agency, Central Intelligence Agency, National  Security Agency, the Federal Reserve and the Departments of Treasury,  Agriculture and Transportation.
        In private sector telecommunications and information systems  positions, Mr Coffin developed and sustained high growth business across  a full range of leadership, technical, business start-up, mergers and  acquisitions, and executive roles.
       Coffin spent 14 years in the US Air Force holding a variety of  positions and has over 1000 hours of operational flight test.   Additionally, he has held positions in  research, development, and  engineering, international cooperative programs management,  and acquisition program management.    
        Dr .Coffin is a certified Lean Six Sigma Master Black Belt and a PMI  certified Project Management Professional (PMP).  He is DAWIA certified  in Program Management, Research and Development, Acquisition Logistics,  and Test and Evaluation.  He earned a BS in Engineering from the US Air  Force Academy and a MS in Public Administration from the University of  Dayton.
